This Luer connector is required to allow the Scottoil oil bottle filler tube to connect to the xSystem v2.0/3.0 (not v1.0) for priming/to expel air from the circuit.
It is also used to connect the Scottoiler Traveller, where it replaces the standard xSystem breather cap.
